This Department is responsible for overseeing local government reform, management of local authorities, district administration; urban and rural development and social services.
The broad objectives of decentralisation in Lesotho are:
- to deepen and widen public access to the structures of government;
- to bring services closer to the people thereby improving service delivery;
- to promote people's participation in decision-making, planning and implementation of development programmes. This gives the electorate greater control over the development process; and
- to promote equitable development in all parts of the country through the distribution of human, institutional and infrastructural resources.
The Department of Decentralisation's mission is to support and strengthen local governments in the provision of quality services to the Basotho nation through policy framework, adherence to laws and regulations; to monitor councils' operations in relation to their powers, duties, functions, standards of service and general performance through promotion of equitable demand-driven and sustainable developments.
The Department's vision is to ensure that community, district and municipal councils comply with their mandate through providing quality service in line with the Vision 2020, Poverty Reduction Strategy and the Millennium Development Goals hence empowering community participation in development. |
