The Human Resources Department provides strategic human resource services complementing decentralisation strategies and supports the Ministry through consultative and participatory processes.
It is also responsible for defining local government structures. This includes culture, competencies, rewards, work processes and leadership. Human Resources also plays a critical role in succession planning, training strategies, recruitment, remuneration services, development of policies and procedures, performance management, employee communication, social welfare of staff and human resource development.
Mission
To ensure the recruitment and retention of an appropriately qualified, well-motivated, disciplined, effective and efficient workforce in both the Ministry of Local Government and the local government service.
Vision
To be recognised for pursuing human resource management policies and practices that ensure: recruitment on merit, professionalism, fairness, adherence to established laws, protection of public officers from discrimination and quality management of staff members.
Key strategic objectives
- To ensure councils' appropriate organisational structures and levels of staffing that enhance efficiency and effectiveness in service delivery.
- To establish whether all positions are filled with appropriately qualified candidates.
- To support and facilitate councils to comply and perform within the established legal framework and guidelines governing local councils and staffing in local government services.
Human Resources is also responsible for ensuring that all decentralisation programmes are mainstreaming the integrated, holistic fight against HIV and AIDS to mitigate the impact of the disease on staff, chiefs, councillors and the communities we serve. |
