1. Human Resource Local Government Service 

The Human Resource Local Government Service (HRGLS) performs human resource service for councils as one of the delegated functions.

HRLGS is responsible for the following functions:

  • Recruitment and selection based on merit.
  • Training and development based on needs assessment.
  • A performance management system which is results-oriented.
  • Employee relations.
  • Discipline as a corrective measure instead of punishment.
  • Records management.
  • Organisational structure.

The smooth running of the Councils is based on proper and efficient personnel placement of candidates who have gone through the Local Government Service Commission to be recruited.

2. Land Administration Authority

Land Administration Authority (LAA) was established under Land Administration Authority 2010. LAA performs functions delegated by the Ministry of Local Government and Chieftainship.

The Authority is responsible for the following functions:

  • Administration and registration of land.
  • Establishment and maintenance of a database on land holding and land transactions.
  • Cadastral surveys examinations and dispute resolutions on registered lands.

3.  Lesotho Housing and Land Cooperation

Lesotho Housing and Land Corporation (LHLDC) is a parastatal organisation which was established following the 1987 National Housing Policy as a provider of housing for all. The LHLDC is mandated to develop serviced sites, provide rental accommodation, and provide home ownership for all income groups.

4. Local Councils

The Local Government system in Lesotho is mandated by the Constitution through Section 106; which requires Parliament to establish a Local Government system to allow urban and rural communities to determine their affairs on matters relating to their everyday life. Under this provision, Parliament enacted the Local Government Act of 1997, which provides for the structures and functions of Local Councils in the country. Councils are body corporate which perform devolved functions.

There are currently 64 Community Councils; 11 Urban Councils and 1 Municipal Council directly elected through local government elections. There are 10 District Councils constituted with representation from all Community Councils found within each Administrative District. Local Councils are supposed to perform functions in the first and second schedules of the Local Government Act 1997 envisaged to be decentralised by line Ministries, currently, they only perform two functions, land allocation for the Ministry of Local Government and construction of roads for the Ministry of Public Works. These Councils are further charged with general service delivery to advance community development within their area of jurisdiction.

5. Local Government Service Commission 

The Local Government Service Commission (LGSC); is established under the Local Government Service Act 2008 and is accountable to The Minister of Local Government. It is mandated to handle the selection and appointment of competent candidates for the Local Government Service.

  • Contract renewals
  • Confirmations

The power to terminate appointments on disciplinary matters was previously the mandate of the Commission until the enactment of the Local Government Service Act, 2008 which came into operation on the 1st June 2008; since then the Commission ceased to exercise such powers, hence assumed by the office of the Principal Secretary.
